Assuring accountability is taking ownership of the customer's issue and committing to solving it to the end.

Disengaging from customers will always happen, be it transferring the phone call to another department, escalating a problem to your supervisor and the list can go on. How you communicate your commitment to solving a customers' concern prior to disconnecting with them is the key to creating your customer's confidence.
